In the waste sorting collection and transportation stations of the High-Tech Zone, Tai’an City, Shandong Province, the chaos with exposed waste and flies that has bothered the residents for a long time has disappeared. Four neat automatic waste sorting bins are lined up. New garbage trucks collect and transport waste like regular buses. And the county (district) waste treatment model is becoming green and standardized. In order to solve the problem of waste and sewage treatment in Tai’an City, CDB granted a credit of 2.45 billion yuan to Tai’an this year to promote the implementation of city-wide waste sorting projects, which will benefit 5.58 million people in the city after completion.
This is an epitome of CDB fully implementing the new development philosophy and helping all localities fight the tough battle against pollution. Since the beginning of this year, in view of the widespread problems of low-level harmless waste treatment and imperfect sewage treatment system in all parts of China, CDB has taken the promotion of county (district) waste and sewage treatment as the breakthrough of development financial services for rural revitalization and an important approach for serving green development. CDB has focused on implementing the special financial services of the "Hundred Billion Yuan for Hundred Counties" Project by planning to offer credit worth 100 billion yuan for no less than 100 counties (districts). The credit is intended to support the construction of high-standard waste and sewage treatment facilities covering counties and radiating rural areas, in an effort to resolve the waste and sewage treatment problems concerned by the people to improve the environment of the urban and rural areas.
For a long time, the majority of ecological and environmental protection projects such as waste and sewage treatment projects are public welfare or quasi-public-welfare projects, with shortage of construction funds and imperfect market, which have been the key factors hindering the development of the industry. CDB gives full play to the functions and roles of development finance in guiding, cultivating and building the market, innovates and creates a new market-oriented and sustainable financing model, as well as guides and encourages more private capital to invest in green industries based on market principles. These efforts are dedicated to tackling the common problems faced by thousands of households with a unified standard model, and finally achieving ecological, social and economic benefits. From January to July 2021, CDB provided loan commitment of 62.7 billion yuan for 140 projects in support of county (district) waste and sewage treatment.
In the process of promoting the special financial services of the "Hundred Billion Yuan for Hundred Counties" Project, CDB carefully studied the deployment, formulated implementation plans, established policies and systems to boost waste and sewage treatment, and improved working mechanisms by categories and policies. It held the bank-wide work meetings for county (district) waste and sewage treatment and on-site meetings for business promotion to systematically plan and advance the work. At the same time, it proactively communicated with the NDRC, the Ministry of Housing and Urban-Rural Development, the Ministry of Ecology and Environment, and other ministries and commissions to enhance the tripartite cooperation among the bank, governments and enterprises. Besides, CDB selected 80 officials to wholeheartedly assist in pushing forward county (district) waste and sewage treatment projects. As of July 2021, CDB has reserved 394 "Hundred Billion Yuan for Hundred Counties" pilot projects in four batches, covering more than 400 counties (districts), with a total of 194.2 billion yuan needed for financing.
As one of the major banks engaged in green finance in China, CDB offered a total of 1.5 trillion yuan of green loans during the 13th Five-Year Plan period. Its current balance of green loans is 2.3 trillion yuan, ranking first among domestic banks. In fully adopting the philosophy of green development for the next step, CDB will take county (district) waste and sewage treatment as an important livelihood project, consolidating and expanding the key achievements in poverty alleviation, as well as promoting close connection between rural revitalization and new urbanization. The aim is to maintain its higher-quality and more efficient financial support for green development, and serve the building of a beautiful China.
