Recently, Henan Province suffered from rainstorm disasters. Attaching great importance to the situation, CDB immediately launched the Level-II response mechanism, and made special research and deployment of flood control emergency financing. It has developed eight emergency measures to provide emergency response to extreme meteorological disasters to ensure maximum support for flood control and disaster relief at the earliest time.
First, CDB conveyed the spirit of General Secretary Xi Jinping’s important instructions and strengthened organizational leadership. CDB took flood control and disaster relief as the top priority of current work, launched emergency response at the earliest time, and effectively improved political judgment, understanding and execution.
Second, CDB offered efficient services with overall coordination. CDB strengthened the overall planning and coordination of its head office and branches, opened up green channels for emergency financing, and served the front line and branches to ensure that urgent and special affairs can be handled quickly and efficiently.
Third, CDB provided emergency loans promptly. The head office of CDB strengthened communication with competent departments and tracked and mastered first-hand information in time. The branches kept on 24-hour emergency duty, went deep into the front line, disaster areas and enterprises, and provided emergency financing services. Henan Branch reviewed loans overnight, granted a credit of 1.8 billion yuan and issued 400 million yuan. Hebei Branch started the emergency credit work in advance, and granted a credit of 450 million yuan.
Fourth, CDB enhanced the sense social responsibility to serve people in disaster areas. Relevant branches are required to offer rescue services in their power to the affected people. On the night of July 20, Henan Branch proactively provided the people trapped in its office building with the materials needed for the night and took the initiative to help them get in touch with their families.
Fifth, CDB increased support for inclusive finance as well as provided high-quality and efficient services to affected micro-, small- and medium-sized enterprises without drawing, stopping or withholding loans.
Sixth, CDB provided all reasonable loans, extended the processing time of student loans in disaster areas, and started the repayment assistance for students with difficulties in repayment due to the disaster.
Seventh, CDB bolstered the establishment of an emergency loan cooperation mechanism, and enhanced exchanges with local governments and key enterprises such as communication and transportation companies to ensure that emergency financing could be started immediately after the disaster.
Eighth, CDB intensified safety management. CDB carried out flood control inspection of the business halls of its office building, machine rooms, warehouses, circuit lines, fire exits, drainage facilities and other facilities to guarantee the personal and property safety of the people.
