On July 8–9, Mr. Ouyang Weimin, Deputy Secretary of CPC Committee and President of China Development Bank, led a delegation to visit Hohhot where he met with leaders of the government of the Inner Mongolia Autonomous Region and attended a signing ceremony of the memorandum of cooperation during the 14th Five-Year Plan period between the bank and the autonomous region.
On July 9, Mr. Ouyang met in Hohhot with Mr. Huang Zhiqiang, Vice Chairman of the government of the Inner Mongolia Autonomous Region. Mr. Zhou Xuedong, member of the CPC Committee and Vice President of China Development Bank, signed on behalf of the bank the "Memorandum of Cooperation on Development Finance for the High-Quality Economic Development of Inner Mongolia During the 14th Five-Year Plan Period", together with representatives of the regional government.
Mr. Huang expressed his gratitude to the bank for its increasing financing support to the autonomous region in key areas and underdeveloped fields over the years, and for its active support for the region's socioeconomic development. He expressed the hope that both partners would further strengthen alignment and deepen pragmatic cooperation to accelerate the region’s development under a strategy known as "two safety barriers, two bases and one bridgehead".
Mr. Ouyang thanked the CPC Committee and the government of the autonomous region for their long-standing support to the bank for its operations in Inner Mongolia. He said that China Development Bank will leverage the role of development finance to support Inner Mongolia’s integration into the new development model by earnestly implementing the strategy of ecological protection and high-quality development of the Yellow River Basin, giving close attention to the characteristics and needs of socioeconomic development in the region, with a focus on key areas, major strategic actions and underdeveloped fields.
Under the agreement, the two partners will enhance their comprehensive strategic cooperation in infrastructure, modern energy, urban renewal, and rural revitalization, as well as ecological protection and high-quality development of the Yellow River Basin.
During their stay in Hohhot, the China Development Bank delegation conducted a field visit to project sites on dairy industry revitalization, industry-city integration, ecological restoration, historical neighborhood upgrading and urban renewal. Mr. Ouyang stated that China Development Bank is to thoroughly study and implement the important instructions given by General Secretary Xi Jinping to Inner Mongolia, further enhance the sense of historical responsibility and mission, focus on the development priorities of the local government and public concerns, support ecological and environmental protection as well as economic development in a coordinated manner, and support Inner Mongolia to take a new, high-quality development pathway guided by ecological conservation and green development.
The group also visited the Ulanhu Memorial Hall to revisit the glorious undertaking of Ulanhu and other early communist activists in Inner Mongolia who, under the leadership of the Communist Party of China, called together the people of Mongolian and Han ethnicities to liberate and later develop the region. On hearing the historical accounts of “concerted efforts to build Baotou Steel" and "three thousand orphans entering Inner Mongolia", the group was in awe of the profound connotation of "the paramount priority of the nation” and the enormous power of the revolutionary spirit.
