Recently, the CPC China Development Bank (CDB) Committee held a meeting in Beijing to convey and study the spirit of the Central Economic Work Conference and study the opinions on its implementation. The meeting was presided over by Zhao Huan, Secretary of the Party Committee and Chairman of the Board of Directors of CDB. And other attendees included Ouyang Weimin, Deputy Secretary of the Party Committee and President of CDB, Song Xianping, member of the Party Committee and Chief Inspector of Discipline Inspection and Supervision, and Xu Shouben, Zhang Hui, Liu Jin and Wang Weidong, members of the Party Committee and executive vice presidents of CDB.
It is pointed out at the meeting that the Central Economic Work Conference is a very important event held by the Party’s central leadership after the 20th CPC National Congress. The important speech delivered by General Secretary Xi Jinping at the conference is profound in thought, broad in vision, rich in connotation and confidence-boosting, not only taking the helm and charting a course, but also making overall plans and underlining key points. It is highly political, theoretical, strategic and directive. It sets the forward direction and provides fundamental guidelines for China’s economic and social development next year and in the farther future. CDB should study and understand the spirit of the conference in depth, gain an accurate understanding of the current economic situation, faithfully grasp the overall planning and requirements for next year’s economic work, have a good performance in all areas of CDB’s work, and make new contributions to building a modern socialist country in all respects and advancing the great rejuvenation of the Chinese nation on all fronts as a development finance institution (DFI).
It is stressed at the conference that 2022 was a year of extreme significance in the history of the Party and the country, in which the CPC Central Committee with Comrade Xi Jinping at its core united and led the people of the country to rise to the challenges and maintained the general economic and social stability. Under the strong leadership of the CPC Central Committee with Comrade Xi Jinping at its core, the ship of China’s economy sailed forward tenaciously against raging torrents and storms in the past five years, and China historically solved the problem of absolute poverty and achieved moderate prosperity in all respects on schedule in the first decade of the new era, with China’s development standing at a new and higher historical starting point. On the new journey, CDB must acquire a deep understanding of the decisive significance of the decisive significance of establishing both Comrade Xi Jinping’s core position in the CPC Central Committee and in the CPC as a whole and the guiding role of Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, more firmly and consciously uphold General Secretary Xi Jinping’s core position in the CPC Central Committee and in the CPC as a whole, and upholding the Central Committee’s authority and its centralized, unified leadership, and closely follow the CPC Central Committee with Comrade Xi Jinping at the core in thinking, political stance, and action.
It is required at the meeting that in 2023, the first year to fully implement the guiding principles of the 20th CPC National Congress, CDB should comprehensively study, accurately grasp and conscientiously implement the spirit of the Central Economic Work Conference, effectively unify thinking and action with the decisions and instructions of the CPC Central Committee, and contribute to a good start of building a modern socialist country in all respects. Firstly, CDB should align itself with the decisions, instructions and work requirements of the CPC Central Committee, actively play its role as a DFI, fully cooperate with the proactive fiscal policy and precisely implement the prudent monetary policy, so as to help promote the overall improvement of economic operation and achieve effective improvement in quality and reasonable growth in quantity. Secondly, CDB should support the expansion of domestic demand, help boost effective investment by taking infrastructure as the acting point based on its functional positioning, support major projects in priority areas, promote regional infrastructure connectivity, drive the effective supply-demand matching, and facilitate a virtuous economic cycle. Thirdly, it should promote the building of a modern industrial system, step up support for key industries, especially manufacturing and scientific and technological innovation, contribute to the security and stability of industrial chains and supply chains, and help reinforce China’s strategic science and technology capabilities. Fourthly, it should help implement major regional strategies and coordinated regional development strategies, support the development of priority areas of rural revitalization, help ensure and improve people’s wellbeing, facilitate the financing of affordable housing, support the building of an inclusive elderly care service system and further expand the coverage of student loans. Fifthly, the bank should actively and steadily promote green development, support the green energy transition and energy security, step up support for priority areas such as clean energy, pollution and carbon reduction, ecological protection and restoration, and promote the “RMB 100 billion loans for 100 counties” specialized financial services for waste and sewage treatment in counties (districts) to promote the restoration of the eco-system and the enhancement of carbon sinks. Sixthly, it should help promote a high level of opening up, support the high-quality joint building of the Belt and Road, help stabilize foreign trade and foreign investment, and support fostering an open economic system. Seventhly, it should continue to handle risk disposal properly, focus on improving overall risk management capabilities, continue to improve the long-acting mechanism of internal control and compliance management, and continuously guard against financial risks. Eighthly, it should implement the requirements of deepening the reform of financial system, promote the positive progress in various reform tasks, enhance the capacity of financial services, and promote the modernization of the governance system and governance capacity of development finance. Ninthly, it should carry out epidemic prevention and control, handle tasks properly at the turn of the year, conscientiously implement initiatives of epidemic prevention and control in the new phase, and properly handle business settlement, annual accounting, emergency duty, logistics support, and workplace safety, etc.
It is stressed at the meeting that the whole bank should deeply understand the important requirements of General Secretary Xi Jinping on strengthening the leadership of the Party over economic work, and adhere to the centralized and unified leadership of the CPC Central Committee over financial work. CDB should strengthen consciousness of the need to maintain political integrity, think in big-picture terms, follow the leadership core, and keep in alignment with the central Party leadership; stay confident in the path, theory, system, and culture of socialism with Chinese characteristics; and uphold General Secretary Xi Jinping’s core position in the CPC Central Committee and in the CPC as a whole, and upholding the Central Committee’s authority and its centralized, unified leadership; constantly improve the capacity for political judgment, thinking, and implementation; profoundly grasp the laws of financial work, profoundly understand the political and people-oriented nature of financial work, be better equipped with innovation theories, guide CPC members to shoulder responsibilities and make outstanding achievements, place great emphasis on work in all aspects with great effort and determination and a sense of responsibility of “not being rest assured at all times”, and strive to step up to new responsibilities and make new achievements.
