CDB further played its role as a main financial force driving the revitalization of Northeast China

“The Yitong River now has clearer water, and the smell is gone. Every morning when I go jogging along the river, I feel much refreshed.” The Yitong River, running through the city from south to north, is the mother river of Changchun. Mr. Hou has lived along the river since he was a child, and he has a deep affection for it. “A few years ago, the river was heavily polluted, smelly and infested with mosquitoes that we dared not open our windows in summer. We even thought about moving away.”

In recent years, in order to speed up the control of water pollution, improve the water environment and further enhance the quality of the city, CPC Changchun Municipal Committee and Changchun Municipal government have taken it as the “No. 1 program” to comprehensively control the water ecology of the Yitong River and its tributaries. CDB Jilin Branch responded actively and took the initiative to extend credit of 37.4 billion yuan and issued loans of 25.2 billion yuan successively to relevant projects including the comprehensive water environment treatment project in the Yitong River basin, of which 6.68 billion yuan has been issued this year, providing a solid financial guarantee for the smooth progress of the projects and supporting the sewage interception of 120 kilometers in the basin and dredging of 3.47 million cubic meters. After comprehensive treatment, the water quality of the River has been significantly improved, the environment has been significantly enhanced, and the ecological environment has been fully restored. “I’m so glad that I didn’t move away.” said Mr. Hou with a smile on his face.

It is not just the Yitong River that has been rejuvenated with the support of development finance. Since the beginning of the 14th Five-Year Plan period, CDB has thoroughly implemented the spirit of General Secretary Xi Jinping’s important speeches and instructions, and actively implemented relevant decisions and instructions of the CPC Central Committee and the State Council, earnestly fulfilling the responsibilities as one of the members of the Leading Group for Revitalizing Northeast China and Other Old Industrial Bases of the State Council. It strove to play a leading role in financing from the perspective of upholding the national strategy of ensuring security in politics, economy, society, technology and new areas, increasing support in key areas such as the development of urban clusters in Northeast China, the development of the coastal economic belt, infrastructure improvement, industrial restructuring and upgrading, ecological and environmental protection, and development of modern agriculture, and making active contributions for achieving new breakthroughs in the revitalization of Northeast China during the 14th Five-Year Plan period. CDB has issued a total of 276.3 billion yuan in loans to the northeast region since the beginning of the 14th Five-Year Plan period, of which 104.3 billion yuan has been issued this year.

In Liaoning Province, CDB Liaoning Branch has recently taken the lead to sign the infrastructure fund contracts with Liaoning Provincial Transportation Investment Group and its partners for three expressway projects, namely the reconstruction and expansion of Suizhong-Panjin section of the Beijing-Harbin Expressway, Benxi-Huanren Expressway and Lingyuan-Suizhong Expressway, with an amount of 6.75 billion yuan. It invested the first part of capital of 617 million yuan on August 12, effectively making up the capital gap that previously plagued the project construction. The above three projects are important parts of the national expressway network and Liaoning’s comprehensive three-dimensional transportation network of “two cores, two axes and four channels”. With a total length of 636 kilometers and a total investment of over 70 billion yuan, they are the largest transportation infrastructure construction projects in Liaoning in recent years. After completion, they are expected to inject strong impetus for building Liaoning into a province with transportation strength and support the revitalization of Northeast China. The above three projects commenced simultaneously in recent days, kicking off a new round of expressway construction in the province.

Dalian has enhanced the construction of new infrastructure and stepped up the adjustment of industrial structure in recent years. In July 2021, the first artificial intelligence (AI) computing center in Northeast China, with the largest computing power in North China, was signed and launched in Dalian. The first phase of the project received a total investment of 600 million yuan. After completion, the project is expected to convey the peak performance of 100P AI computing power and 4P high performance computing (HPC), which can support the model training of major AI applications and provide extensive services for such fields as scientific research and teaching, smart manufacturing, smart city, smart medical treatment, and intelligent transportation. CDB Dalian Branch led the issuance of a syndicated loan of 220 million yuan, providing timely and efficient financial services for the construction of the project. Since the beginning of this year, the branch has made comprehensive use of diversified financial products, and has issued a total of 6.43 billion yuan of loans to major projects such as Dalian Shipbuilding Industry Co., Ltd, Dalian Rubber & Plastic Machinery Co., Ltd, and Dalian Free Trade Zone Industrial Park, making active contributions to the high-quality development of regional manufacturing industry.

Heilongjiang is the “granary” of China, with its total grain output ranking first across the country for 12 consecutive years. As a national important commodity grain base and strategic grain reserve base with the largest scale of cultivated land, the highest degree of modernization, and the strongest comprehensive production capacity, the Great Northern Wilderness in Northeast China plays a key role in ensuring national food security. Several generations of local people spent their youths here and spared no efforts to turn the wilderness into a granary, molding the Spirit of the Great Northern Wilderness. Over the years, CDB Heilongjiang Branch has focused on supporting the national strategy and continuously deepened the strategic cooperation with the Beidahuang Group especially since the beginning of the 14th Five-Year Plan period. The branch has granted 4.35 billion yuan of credit loans to 13 projects of the group and issued 3.99 billion yuan to support the deepening of reform in fields such as grain collection and storage, edible oil processing and grain circulation, enabling the group to retain the total grain output above 20 billion kilograms for 11 consecutive years, realizing “the 18th consecutive harvest”. “100 million people can feed on the one-year grain yield of Beidahuang for one year.” With the support of development finance, the “cornerstone” of national food security has become more stable.

In eastern Inner Mongolia, CDB Inner Mongolia Branch has issued loans of 14.78 billion yuan since the beginning of the 14th Five-Year Plan period, lending strong support to the development of priority areas such as modernized transportation networks, major water conservancy projects, energy base construction, and ecological and environmental protection.

Recently, CDB has formulated a work plan to further improve the quality and effectiveness of its services to promote the revitalization of Northeast China, laying down specific measures and differentiated credit policies for development finance to support key areas such as industrial transformation and upgrading, balanced urban-rural development, infrastructure construction, ecological protection and food security in the region. In the future, CDB will fully implement the decisions and instructions of the CPC Central Committee and the State Council, giving full play to its functional orientation, focusing on its main responsibilities and operations, making systematic planning, and advancing its services in a comprehensive way. It will continue to increase support for key and advantageous fields of Northeast China, so as to help the region embark on a new path of development featuring higher quality, better efficiency, optimized structure, and fully unleashed advantages.
