The enclave industrial park of Luzhou National High-tech Zone (Gulin County) in Sichuan Province witnesses the busy moments with machines roaring, excavators waving their huge arms, concrete-pump trucks and loaders shuttling back and forth... With the loans supported by CDB, it invested 300 million yuan in the project of intelligent brewing robots, and 3 billion yuan in the project of special vehicle eco-industrial park, which are both under construction. Upon completion, they are expected to provide more than 5,000 jobs for rural residents. It is also an epitome of the bank’s efforts in supporting the construction of rural revitalization demonstration areas.
Since last year, CDB has designated five cities as pilot cities for development financial services for rural revitalization, including Sanming City of Fujian Province, Ganzhou City of Jiangxi Province, Luzhou City of Sichuan Province, Zunyi City of Guizhou Province, and Yan’an City of Shaanxi Province, striving to build typical examples of consolidating and expanding the fruits of poverty alleviation efforts and comprehensively promoting rural revitalization with CDB support. In the pilot cities, in light of local conditions, it introduced differentiated policies, such as strengthening resource security, optimizing loan pricing, promoting major projects, optimizing evaluation conditions, and improving the credit structure, so as to strengthen financial services and support local economic and social development and rural revitalization.
It is said that CDB would build demonstration areas for pilot policy planning, bank-government cooperation, innovation exploration, collaboration between the eastern and western regions, intellectual support and scientific development. It will strengthen the cooperation between the bank and the government, provide comprehensive financial services, and create a green passage for loan approval, so as to establish a series of models that can be promoted and copied, and make new breakthroughs in promoting development financial services for rural revitalization based on these demonstration areas.
Relevant CDB branches will set up a “five-one” system, namely to establish one leading group for rural revitalization, to come up with one construction and implementation plan for development financial services, to sign one cooperation agreement, to dispatch one financial service officer for rural revitalization, and to strengthen one support safeguarding system in the demonstration areas, encouraging the demonstration areas to take the lead in creating demonstration models for rural revitalization with the support of development finance.
In Sanming of Fujian Province, CDB provided financing and intellectual support to launch a pilot project for the building of a national reserve forest and the cooperative business operation of forest tickets. It has created a “four-in-one” forestry cooperation mode between enterprises and forest farmers featuring “shared equities, joint operation and management, and shared proceeds based on capital contribution”. In this way, the bank assisted Sanming, which ranks first in terms of forest coverage. In 2021, CDB Fujian Branch provided 1.65 billion yuan of credit to support the national reserve forest project in Sanming, making it the Sanming Example to develop “lucid waters and lush mountains” into “invaluable assets” with financial support.
In Ganzhou of Jiangxi province, CDB focused on supporting infrastructure construction, green development, featured industries and public services, and comprehensively promoted rural revitalization and development with “industrial facilities + infrastructure”. It supported the featured industries and infrastructure upgrading projects of rural revitalization in Ruijin City of Ganzhou, with a granted credit commitment of 1.1 billion yuan to promote construction of garbage transfer stations, treatment of pig breeding sewage and supporting public service facilities. It actively strengthened the weak links of rural education facilities, with a granted credit commitment of 1.5 billion yuan to support the construction of 14 schools and help revitalize rural education in the old revolutionary area of southern Ganzhou. In 2021, CDB Jiangxi Branch made a total credit commitment of 12 billion yuan to the construction project of Ganzhou rural revitalization demonstration area, and provided loans and guided to raise private funds of more than 6.7 billion yuan, playing a major financial role in supporting the city’s efforts to consolidate and expand the fruits of poverty alleviation efforts geared for rural revitalization.
In Zunyi of Guizhou Province, starting with the industrial structural transformation of the capsicum industry in Bozhou District, CDB Guizhou Branch provided 800 million yuan of loans to support the project for strengthening the weak links in the district’s capsicum industry for rural revitalization. As the tea industry in Meitan County boasts unique advantages, CDB head office and the local branch jointly granted 2.8 billion yuan of credit to help its tea industry to reach a new level of high-quality development. At the same time, as Zunyi boosts unique revolutionary resources, CDB granted credits totaling 370 million yuan for projects like the construction of Zunyi Long March Cultural Park and upgrading of supporting facilities around the Site of Zunyi Conference, lending substantial support for the cultural revitalization in rural areas, and enabling the old revolutionary area to make the most of cultural resources and carry forward the revolutionary spirit with financial support.
In Luzhou of Sichuan Province, CDB Sichuan Branch focused on supporting infrastructure construction, helping the city build itself into a node of the new western land-sea corridor and a hub in southern Sichuan. In the field of major infrastructure, it granted 2.3 billion yuan of credit to support the construction of projects such as the Multi-purpose Container Terminal of Luzhou Port, Longchang-Naxi Expressway, and Naxi-Guizhou Expressway, helping the city build a transportation artery, bring into better play its location advantages, and extend public service infrastructure to counties and townships. It also gave strong support to rural education, allocating 480 million yuan to the project for ensuring the safety of primary and secondary school buildings in Gulin County, supporting 8 schools to renovate and expand 199,000 square meters of buildings, and benefiting more than 30,000 students. In Luzhou, the bank granted a total of 1.51 billion yuan of state-subsidized student loans, supporting 200,000 students from poor families.
In Yan’an of Shaanxi Province, CDB Shaanxi Branch and the Yan’an Municipal People’s Government signed the Strategic Cooperation Memorandum for the 14th Five-Year Plan. Focusing on major strategies such as the ecological protection and high quality development in the Yellow River basin, the revitalization and development of revolutionary base areas, and the rural revitalization, the two sides strengthened cooperation in key areas like industrial development, infrastructure construction, and ensuring people’s wellbeing. In 2021, CDB offered loans of 4 billion yuan to a number of projects of the city such as Yan’an sewage treatment plant, after-treatment of the apple industry in Yan’an City, combined heat and power (CHP) and heat-supply network in Ansai District, renovation of shanty towns and old residential areas in Yan’an City, rental housing in Yan’an New District, and the building of national reserve forest in Yanchang County, ranking first among the financial institutions.
At present, a new chapter of development finance in supporting rural revitalization is unfolding. An official from the Rural Revitalization Department of CDB said that the bank would continue to strengthen the cooperation between the government and the bank, focus on revitalization of rural industry, talent, culture, ecology, and organization in pilot cities, implement differentiated policies to explore innovative financial support to consolidate and expand fruits of poverty alleviation efforts, promote new ideas, models and measures for rural revitalization, and make substantial development finance contribution to comprehensively promoting rural revitalization and common prosperity in all respects.
