In 2020, CDB gave full play to the role of development finance, continued to enhance its financing and expertise services, and took multiple measures to serve the high standard and high quality construction and development of Xiong’an New Area.
In terms of supporting the construction of major projects, CDB has closely focused on the development positioning of Xiong'an New Area, taking major projects such as reforestation, external transportation and urban infrastructure construction as a grasp to help Xiong'an New Area speed up the creation of a "new image". In 2020, CDB financed 5.83 billion yuan to back up the reforestation project of Xiong'an New Area, fully supporting the construction of the "Millennium Forest" to help Xiong'an New Area develop as a new green ecological and livable city with blue sky and green water. CDB granted 24 billion RMB to support the construction of the Rongcheng-Wuhai Expressway, Beijing-Dezhou Expressway and other projects to promote the construction of backbone transportation networks for Xiong'an to connect with the outside world. Meanwhile, CDB took advantage of its comprehensive financial services to underwrite 2.5 billion yuan of perpetual medium-term notes for Xiong'an Group.
In supporting the improvement of people's livelihood, in the face of the Covid-19 outbreak, CDB issued a special loan of 35 million yuan in a timely manner to Rongcheng Xin'ao Gas Company to resume its work and production, so that a stable supply of gas was guaranteed for residents and enterprises in the new area. CDB also issued a special loan for liquidity support to Sinopec Green Energy Geothermal Development Co., Ltd. so as to support its upstream private SMEs to overcome financial difficulties. At the same time, CDB started to grant student loans in Xiong County and Rongcheng, helping 307 poor students in the two counties to fulfill their college dreams in 2020.
In terms of providing financial expertise, CDB has taken the advantage of planning first, and signed the Memorandum of Cooperation on Investment and Financing Planning with Xiong'an Group, prepared the "Consultation Proposal on Investment and Financing Planning for Key Construction Projects in 2020". Entrusted by the Xiong’an New Area, CDB has also undertaken the "Study on Financing of Financial Services for Xiong'an Construction during the 14th Five-Year Plan Period" , so as to provide advice and suggestions on the top-level design of investment and financing for the New Area. At the same time, CDB has dispatched several officials and employees to Xiong'an Group for exchange and provide support for the investment and financing work of the New Area.
Going forward, CDB will focus on the innovation of investment and financing system and major projects in Xiong'an New Area, increase the support of financing and expertise, and provide more high-quality and efficient financial services for Xiong'an New Area to accelerate the realization of "new image, new function, new industry, new talent and new mechanism".
