Zhao Huan, Secretary of the CPC Committee of CDB and Chairman of CDB, Visits CDB Yunnan Branch and CDB Guangxi Branch to Promote the Spirit of the Fifth Plenary Session of the 19th CPC Central Committee
From November 17 to 19, 2020, Zhao Huan, Secretary of the CPC Committee of CDB and Chairman of CDB, visited CDB Yunnan Branch and CDB Guangxi Branch to deliver lectures on studying and putting into practice the spirit of the Fifth Plenary Session of the 19th CPC Central Committee (the “Plenary Session”), and investigated CDB’s development plan for the 14th Five-Year Plan period.
Zhao Huan explained and interpreted the tasks of studying and putting into practice the spirit of the Plenary Session from the following six aspects: (1) deeply recognizing the great significance of the Plenary Session; (2) deeply recognizing the historic achievements attained during the decisive stage in building a moderately prosperous society in all respects; (3) deeply recognizing the profound significance, important features, new opportunities and challenges of China’s entering the new stage of development; (4) deeply recognizing the long-range objectives through 2035 as well as the guiding principles, major goals, and key tasks for China’s development during the 14th Five-Year Plan period; (5) deeply recognizing the strategy of and important focuses for establishing a new development pattern; and (6) deeply recognizing that it is imperative to uphold Party leadership to achieve ambitious goals.
Zhao Huan emphasized that all CDB cadres and employees should, with a strong sense of political responsibility and historical mission, focus on studying the important speech by General Secretary Xi Jinping and putting into practice the spirit of the Plenary Session, which are the major political tasks at present and for the near future. Cadres and employees at CDB should align their thinking and actions with the spirit of the Plenary Session, ensure that their wisdom and strength are directed toward fulfilling the objectives and tasks identified at the Plenary Session, and constantly improve abilities and effectiveness of development finance in fully building a modern socialist China.
During the lectures, Zhao Huan discussed several issues with branch cadres and employees, including reforming and improving policy finance, promoting effective interaction between poverty alleviation and rural revitalization strategy, devising new development finance services, and motivating young employees to realize both career goals and life values.
During his stay in Yunnan Province and Guangxi Zhuang Autonomous Region, Zhao Huan met with Chen Hao, Secretary of the CPC Yunnan Provincial Committee, and Huang Shiyong, Member of the Standing Committee of the Guangxi Zhuang Autonomous Regional Committee of the CPC and Vice Chairman of the People’s Government of the Guangxi Zhuang Autonomous Region.
When Zhao Huan met with Chen Hao, the two leaders talked about the issues of faithfully putting the spirit of the Plenary Session into practice, serving and integrating into national development strategies, and striving for better alignment with the 14th Five-Year Plan and deepening all-round cooperation. In addition, they exchanged views on stepping up the construction of “new infrastructure and new urbanization initiatives and major projects”, building modern industry systems, redoubling efforts to construct the center exerting influence across South Asia and Southeast Asia, and facilitating the establishment of a new development pattern. Zhao Huan also went to the Xinghai Peninsula Ecological Wetland Project located in Dianchi Lake of Kunming City, the urban renewal and reconstruction project in Guandu Ancient Town and the Reconstruction and Expansion Project of Kunming Changshui International Airport to carry out field surveys.
In the meeting between Zhao Huan and Huang Shiyong, the two leaders discussed the issues of implementing General Secretary Xi Jinping’s important instructions for Guangxi, enhancing development cooperation, and establishing financing cooperation mechanisms for major projects. They also exchanged views on assisting Guangxi to build an integrated infrastructure system supporting the entire region’s high-quality economic and social development, enhancing effective interaction between poverty alleviation and the rural revitalization strategy, and creating a new pattern for all-round development and opening up.
