For the villagers living in Xiji County of Ningxia, which was once the most barren place in China, prospects are better and better in the new era. With the help of China Development Bank (CDB), the integration of urban-rural safe water has been achieved, and the Xiji Industrial Park, which can accommodate more than 600 people, has been built. Through collaboration between the eastern and western regions, a vegetable processing factory with an annual output of 600,000 kilograms has been put into operation. In counties of Linxia, Gansu Province, CDB supported the local construction of a waste treatment, incineration, and power generation system through the special financial scheme “RMB100 billion loans for 100 counties”, which benefits 472,800 people shaking off poverty in the prefecture...
Since the start of the “14th Five-Year Plan” period, the Central Rural Work Leading Group has identified 160 counties in 10 provinces and autonomous regions in western China as key counties to receive assistance in pursuing rural revitalization, to whom CDB issued loans of 76.5 billion yuan in 2022, with a loan balance of 540.8 billion yuan, giving priority to the construction of rural infrastructure, consolidation of poverty alleviation achievements, and development of rural industries, etc. It took the initiative to make the most of development finance in offering high-quality and efficient comprehensive financial services to these key counties. It helped students from poor families to realize their college dream through student loans, exonerating them of interest and allowing deferred principal repayment in the background of the pandemic so as to relieve them of economic burden and employment pressure and bring to them the care and warmth from the CPC Central Committee and the State Council. It also developed financing plans to cover all of the 160 key counties to receive assistance in pursuing rural revitalization, assisting them in drawing development blueprints by planning and integrating local projects for clearer high-quality development paths. The bank dispatched financial service specialists to the cities and prefectures where the above key counties were located to offer customized services in planning and mechanism building, etc. These specialists have served as a bridge to establish closer cooperation between the counties and the bank.
CDB supported the development of rural infrastructure and public services and the building of a beautiful and harmonious countryside that is desirable to live and work in. With great efforts for supporting the rural construction initiatives in these key counties, CDB helped to build Jinping of Yunnan into a beautiful county via the PPP mode. Between Hezhang and Nayong in Guizhou Province, which were two key counties to receive assistance in pursuing rural revitalization, the Hezhang-Nayong Expressway, which would bring convenient and efficient transportation infrastructure to urban and rural residents, was under construction with loans from CDB. In Guangxi, for residents of all villages to have digital radio and television access, CDB helped 3.2 million households access the radio and television network in rural areas of Guangxi, including 20 key counties to receive assistance in pursuing rural revitalization.
CDB lent support to the development of rural characteristic industries and added channels for farmers to increase their income and become rich. In a number of key counties to receive assistance, characteristic industries under the support of the bank are booming, injecting a steady stream of momentum into local economic and social development. “We not only have green seedlings, but also our good life, on the hillsides.” said a local benefiting from the Chongqing National Forest Reserve Project. In key counties and districts to receive assistance, such as Chengkou and Wuxi of Chongqing, the national forest reserve of about 2,200 square kilometers (3.3 million mu) and the understory economic belt built with the assistance of CDB will help achieve an organic unity of “enriching the local people in ecologically-friendly manners”. In Gonghe of Qinghai Province, CDB assisted in building China’s first 10 million KW solar ecological power generation park for promoting the pillar industry of clean energy. In Wuchuan, Guizhou Province, CDB granted loans for the construction of high-standard farming land in the dam area to drive a flourishing modern agriculture integrating production, supply, and marketing. In Hanbin, Shaanxi Province, CDB promoted the development of labor-intensive industries, such as plush toys and new materials, helping over 4,500 people in the district, including relocated people, get employed.
In the future, CDB will earnestly implement the guiding principles of the 20th CPC National Congress and the decisions and instructions of the CPC Central Committee and the State Council, giving full play to the role of development finance and continuing to offer various financial services to these key counties so as to make new contributions to the promotion of rural revitalization on all fronts and the building of a strong agriculture.
