CDB promoted new urbanization with 181.5 billion yuan of loans in H1

China Development Bank (CDB) has been implementing the decisions and instructions of the CPC Central Committee and the State Council, giving full play to the role of development finance, and facilitating the people-oriented new urbanization since the beginning of this year. In the first half of the year, it granted 181.5 billion yuan of loans to support priority areas such as industry-city integration and urban-rural integration, increasing the medium- and long-term credit support for infrastructure projects such as the renovation of underground multi-purpose pipeline networks and gas pipelines in cities, actively promoting urbanization with counties as an important carrier, and making a positive contribution to enhance the people’s sense of gain, happiness and security.

The Yantai Economic & Technological Development Area (YEDA) is one of China’s first 14 national economic development zones. This year, CDB Shandong Branch granted line of credit of 6.3 billion yuan, of which 650 million yuan has already been issued, to support the first project of industry-city integration in Shandong Province – the YEDA upgrading project. Located at the core of the central urban area of YEDA, the project covers a total area of 976,600 square meters. Most of the area are industrial plants and buildings of outdated and old enterprises, with poor construction quality and potential safety hazards. In order to improve the living environment and upgrade the industrial facilities, the project focuses on six parts including the withdrawal of inefficiently-used land, renovation and transformation of industrial facilities, ecological improvement, infrastructure, public supporting services and construction of industrial carriers. Through innovating the mode of industry-city integration and integrating the existing space, it helps improve industrial competitiveness, promote regional coordinated development, and refresh the old look of the YEDA. “In the past, there was a lot of old factories here. Now after the renovation, not only has the environment been improved, but also it has attracted more young talents to work and start their own businesses, injecting new impetus into the YEDA,” said the officer from the administrative committee of the YEDA.

“The spring tide with evening rain comes rushing in, and at the rustic ferry, a boat lies crosswise, afloat.” A poem by the poet Wei Yingwu from the Tang Dynasty depicts the tranquil and beautiful scenery in Chuzhou. In order to show the unique charm of the city with “mountains along the rivers, and city by the lakes”, CDB Anhui Branch issued loans of 280 million yuan to support the construction of the urban lifeline safety projects of Chuzhou (Phase I), including 1,965 kilometers of gas pipeline network, 22 municipal bridges, 810 kilometers of water supply pipe network, and 1,650 kilometers of drainage pipe network across the city’s 170 square kilometers of area. After completion of the projects, all the gas, bridge, water supply, drainage and other fields will be under real-time monitoring, analyzing, early warning and processing, effectively improving the level of urban safety and refined management with a modern smart security system.

In Beijing, CDB Beijing Branch issued loans of 98 million yuan in the first half of the year, supporting the construction of the comprehensive pipeline corridor project around the Tongzhou Campus of the Renmin University of China, which helps upgrade the infrastructure and the efficient, intensive use of underground space of Beijing Municipal Administrative Center. Covering West Chunming Road, East Changhe Road, and Mingde Street, the project is expected to build a 2580-meter main pipeline corridor and a 532-meter sub-pipeline corridor, integrating electric power, communication, power supply, water supply, drainage, heat, gas and other municipal pipelines, forming a set of municipal infrastructure with comprehensive functions and spatial integration. The project is an important municipal supporting facility of the new campus and surrounding residential areas. The implementation of the project can effectively avoid repeatedly excavated roads caused by burying or maintaining pipelines, extend the service life of the comprehensive pipeline, and at the same time leaving valuable underground space for the construction and development of Beijing Municipal Administrative Center.

In the next step, CDB will continue to implement the decisions and instructions of the CPC Central Committee and the State Council, and make contribution with development finance through increasing credit support and making solid efforts to support the construction of urban infrastructure during the “14th Five Year Plan” period.
