China Development Bank Supports Development of Livestock and Poultry Husbandry Industry in Inner Mongolia Farming and Grazing Areas

As the key production base of livestock and poultry products in China, Inner Mongolia Autonomous Region has witnessed rapid development of livestock and poultry husbandry and processing industry over recent years. As to the problem of lack of fund in farming and grazing areas, China Development Bank ("CDB") has for the past few years initiated a mode featuring close connection of financial service with poverty relief and development to actively provide loans for some big-sized poverty relief husbandry projects in Inner Mongolia and promote the development of special husbandry industry and growth of livestock farming households' income.

According to introduction of Guo Mingshe, president of CDB Inner Mongolia Branch, his branch had promoted market construction through financing in recent years and given priority to support a batch of husbandry projects with remarkable economic and social benefits like poverty relief pig husbandry project.

His introduction showed that CDB had in recent years provided RMB 10 million loan to support poverty relief pig husbandry industrialization project in Xing'an League's Zhalaite Banner of Inner Mongolia and currently assisted in the establishment of 25 local pig husbandry small zones, which drove along 3,800 husbandry households and addressed the employment problem of 200-odd local laborers. Since 2007, the project had begun to show good benefits and realized an aggregated production value of RMB 8.8 million and a profit of RMB 4 million due to rise in pig price.

Guo Mingshe indicated that the poverty relief pig husbandry industrialization project made a useful attempt to change poverty relief work from "Blood Transfusion" to "Hemopoiesis", which was recognized by departments like China Association of Poverty Alleviation & Development and well received by local people. For the next step, CDB Inner Mongolia Branch would further provide RMB 50 million loan to support pig slaughter and further processing project in Zhalaite Banner, extend pig industrial chain and promote pig husbandry benefits and pig husbandry households' capabilities to fend off market risks.

Tongliao Hortob¨¢gy goose industrialization project initiated in 2005 is a cooperation project between Chinese and Hungarian governments. The project will tap the rich grass resources in Tongliao city to establish by 2010 fodder plants with an annual capacity of 1 million tons, slaughterhouses with an annual output of 60 million geese and ducks as well as husbandry bases with a size of 60 million geese and ducks by virtue of industrialized operation and by then approximately 100 thousand local farmers and herdsmen can be relieved of poverty through goose and duck raising.

Due to the large financial input, the project encountered serious fund shortage at the initial stage. CDB Inner Mongolia Branch provided RMB 50 million loan on the basis of thorough investigation and research. Currently, 450-thousand-mu goose and duck husbandry bases with about 2.9 million breeding geese and ducks, fodder plants with an annual processing capacity of 260 thousand tons and slaughterhouses with an annual throughput of 8 million geese and ducks have been established.
