Yang Guowei is a student from Shanxi Medical University. His father was injured in an accident and has completely lost labor capability since then. His mother is a common housewife without any earning. The living of this family thus completely depends upon RMB700 - the father's industrial injury benefit. Since 2003 and 2005 when Yang Guowei and his younger brother passed the university entrance exams, it became even more difficult for the family to survive.

This morning, the signature ceremony of the Agreement on CDB's Student Loan Scheme for Higher Education in Shanxi was held in the provincial capital of Shanxi. As the representative of poor college students, Yang Guowei concluded the loan agreement with China Development Bank Shanxi Branch, Shanxi Student Loan Management Center and Shanxi Medical University, acquiring a loan support of more than RMB 6,000. Thus, Student Loan Scheme for Higher Education, which has undergone a variety of frustrations, formally launches and 140 million of student loan finance from CDB Shanxi Branch will be granted in this very day. This "timely help" is available for approximately 30,000 poor college students from 25 colleges and universities of the province.

It was said that the Student Loan Scheme for Higher Education in Shangxi had suffered from aborted bids of the administering bank and withdrawals of several commercial banks for reasons of high risk and cost in this June. Subsequently, CDB Shanxi Branch initiatively got involved. The person in charge of the Branch expressed that as a development financial institution of the government, the bank continuously insists on the principle of "actively involving in solving focus issues of the government", and is willing to help the state and government to solve problems for the people and alleviate their sufferings, and to satisfy the expectations of poor college students for studying and success. To minimize the risks, CDB Shanxi Branch will persist in "four in one" in operations, namely, China Development Bank Shanxi Branch, Shanxi Student Loan Management Center, colleges and universities and poor students to share interests and bear risks on the basis of two tiers of management platforms, that is, Shanxi Student Loan Management Center and colleges and universities.

This morning, China Development Bank Shanxi Branch executed the Agreement on Framework Cooperation of Student Loan Scheme for Higher Education in Shanxi and the Cooperative Agreement on Student Loan Scheme for Higher Education in Shanxi respectively with the Provincial Department of Education and the Student Loan Management Center. Both parties of the aforesaid two agreements will cooperate in the long run to provide strong support to help poor college students finish studying.
