CDB Provides 4.5-trillion-yuan Loan to Help 100 Million People "Move out of Shanty Towns and Enter Residential Buildings"

Recently, Wang Jinlan has been happy and spirited as she has just moved to a new apartment. She used to live in Yanjiatun Village, Economic Development Zone, Zhangjiakou City, Hebei Province, which was once a famous shanty town in Zhangjiakou City, with dilapidated houses, narrow streets, next-to-none infrastructure, and very poor living conditions. As the 2022 Winter Olympics approaches, with the support of the Hebei Branch of CDB, Zhangjiakou City has stepped up its efforts in renovating Zhangjiakou’s shanty towns and such renovation now has entered the "fast lane" of overall advancement. A total of 170 households in Yanjiatun Village have been relocated from low and dilapidated shanty towns into spacious and bright buildings. "Everything is turning for the better now. With the new apartment, I don’t have to worry if my son can find a decent wife," Wang Jinlan smiled, as she talked about the happy life after the relocation.

Since ancient times, it has been the dream of countless people with lofty ideals to offer all the poor people somewhere to live. Over the years, CDB has conscientiously implemented the decisions and guidelines of the CPC Central Committee and the State Council, by actively playing the role as a development finance institution. It took the lead in the banking industry to explore financing models that alleviate the housing difficulties of the people, and followed the operating principles of "market operation, separate accounting, guaranteed low profit, efficient and transparent". CDB has provided continuous and strong financial support for the transformation of shanty towns in areas such as the central and western and northeastern regions, state-owned industrial and mining areas, forest areas, reclamation areas, resource-exhausted cities, and areas where third-tier enterprises are concentrated. As of the end of the "13th Five-Year Plan" period, CDB had issued a total of 4.54 trillion yuan in loans for shantytown renovation to enable about 100 million people of more than 23 million households to "move out of shanty towns and enter into residential buildings".

Taking the lead in supporting the renovation of shanty towns in Liaoning. As a famous old industrial base in China, Liaoning Province has left a large number of areas with stone houses and makeshift houses. Shanty town renovation has become a key move to revitalize the old industrial base in Northeast China. However, the huge fund gap has become a major obstacle for Liaoning to solve the shanty town problem. As a development financial institution, CDB took the initiative to respond to the government's call and gave play to its advantage in medium- and long-term investment and financing. By actively exploring the credit structure and operation mode of innovative project loans together with Liaoning Province, CDB gradually developed a new way of financial support for shanty town renovation. Since 2005, CDB has helped shanty town residents in 13 cities in Liaoning Province to move from low, dilapidated shanty towns to spacious and bright new buildings, addressing the historical problem that has plagued Liaoning for 50 years and giving the city a new look.

Supporting the "four coal cities" to promote shanty town renovation. In Heilongjiang, shanty towns of coal mining subsidence area mainly exist in the "four coal cities", namely Jixi, Shuangyashan, Hegang and Qitaihe. According to statistics, the "four coal cities" has a total of 140,500 residents at the coal mining subsidence areas. The lack of funds is the biggest "roadblock" to local shanty town renovation. Faced with this dilemma, CDB came in a timely manner to significantly reduce the financing cost of shanty town renovation by speeding up loan approval and issuance, providing preferential loan interest rates, eliminating intermediate business charges and other means, and striving to crack the funding problem. At present, CDB has financed and supported the construction of 209 shanty town renovation projects in 12 cities in Heilongjiang Province, including the "four coal cities", involving a renovation area of more than 60 million square meters, benefiting about 800,000 shantytown residents.

Providing financial support to build a reconstruction community for the shanty town residents in Wuhan, Hubei. There were nearly 10,000 residents in the Qingshan old industrial shanty town in Wuhan City, Hubei Province. The per capita living area was less than 10 square meters without any supporting facilities. In response to this situation, CDB contacted with the Wuhan Municipal Government, aiming to promote local shanty town renovation through new financing and management models. Specifically, the Qingheju community financed by CDB has become the largest shanty-reconstruction community in Wuhan. Today’s Qingheju community has a 6000-square-meter mass service center, parking lots, facilities for the disabled, children’s play areas, other complete supporting facilities, professional community management, and a beautiful and comfortable environment. This is a successful case of CDB's efforts to upgrade shanty towns and help promote urban renewal.

Going forward, CDB will fully grasp the new tasks and requirements of the new development stage, play the role of development finance, support the construction of public rental housing, policy rental housing, common property rights housing, shanty town renovation, urban renovation of old neighborhoods and other housing security systems in a market-oriented manner, and do practical things for the people, so as to contribute to solving the urgent and difficult problems for the people.
