On February 4, 2020, at the meeting convened by the CPC Committee of CDB, the spirit of the recent CPC Politburo Standing Committee Conference, where General Secretary Xi Jinping delivered an important speech, was conveyed and studied, and CDB’s measures for carrying out the spirit were discussed and specified. Zhao Huan, Secretary of the CPC Committee of CDB, Chairman of CDB, and Director of the CDB Epidemic Prevention and Control Leadership Group, presided over the meeting. Also present at the meeting were other members of the CPC Committee of CDB, including Ouyang Weimin, Deputy Secretary of the CPC Committee of CDB, President of CDB, and Deputy Director of the CDB Epidemic Prevention and Control Leadership Group, Song Xianping, Head of Discipline Inspection and Supervision of CDB, and Zhou Qingyu and Ma Xin, Executive Vice Presidents of CDB.
It was pointed out at the meeting that since the outbreak of pneumonia caused by the novel coronavirus, the CPC Central Committee has paid great attention to the epidemic and General Secretary Xi Jinping has presided over a series of conferences, where he heard related reports and gave important instructions. Two epidemic-focused sessions of the CPC Politburo Standing Committee Conference have been convened since the coronavirus outbreak. The Circular of the CPC Central Committee on Strengthening the Leadership of the Party to Provide a Strong Political Guarantee for Winning the Battle of Epidemic Prevention and Control was released. The central leadership group for handling the epidemic held a series of meetings to work out epidemic prevention and control solutions, and the central guiding team dispatched to Hubei Province made vigorous efforts to fulfill its duty. The Joint Prevention and Control Mechanism of the State Council was set up to improve coordination and resources allocation, with a view to solving pressing problems in epidemic prevention and control in a timely manner. As a result, a nationwide response has been mobilized to strengthen epidemic prevention and control in all respects.
It was stressed at the meeting that as epidemic prevention and control entered a crucial stage, General Secretary Xi Jinping presided over a new session of the Politburo Standing Committee Conference, where he delivered an important speech that specified priority work for epidemic prevention and control and for economic and social development, providing strong confidence and a crucial guideline for winning the battle against the epidemic and achieving the economic and social development goals for 2020.
It was noted at the meeting that under the unified leadership of the CPC Central Committee, CDB has been resolutely carrying out General Secretary Xi Jinping’s important instructions and the decisions and deployments of the CPC Central Committee, comprehensively strengthening the Party’s leadership over epidemic prevention and control, developing and implementing detailed plans for joint prevention and control, and making every effort to deliver financial services in a time of emergency. While protecting its employees from the epidemic, CDB has taken solid measures to support nationwide epidemic prevention and control. Facing tough challenges brought about by the coronavirus outbreak, CDB should strengthen “Four Consciousnesses,” “Four Confidences” and “Two Upholds,” align its ideas and actions with General Secretary Xi Jinping’s important instructions and the decisions and deployments of the CPC Central Committee, enhance holistic thinking, give highest priority to supporting epidemic prevention and control through solid and detailed measures, and strictly follow the unified command and coordination of the CPC Central Committee. Following the principle of enhancing confidence, solidarity, scientific prevention and treatment, and targeted efforts, CDB should ensure strict implementation of epidemic prevention and control measures to secure victory over the coronavirus outbreak.
The meeting also specified the following requirements for the bank. Firstly, Party cells at all levels within the bank and all CDB organs should improve their political stance, fulfill their responsibilities, and strengthen organization and leadership when carrying out work related to epidemic prevention and control; members of the CPC Committee of CDB, senior executives, directors of divisions under the head office, and heads of branches and subsidiaries should all stay in and never retreat from the front line, develop detailed work plans, and ensure their implementation; and all Party members within CDB, including those in leadership positions, should play an exemplary role and prove themselves during the battle of epidemic prevention and control. Secondly, based on the developments of the epidemic, the latest deployments of the CPC Central Committee, and the requirements of related authorities and local governments, CDB should refine in real time plans, requirements and measures related to joint prevention and control, keep a close eye on at-risk populations, set up a grid-style prevention and control mechanism, ensure supplies for epidemic prevention and control, improve its emergency response capability, strengthen supervision of related work, and take solid and detailed measures to promote joint prevention and control. Thirdly, CDB should continuously enhance emergency financing support and ensure fast delivery of emergency loans, with a focus on dedicated hospitals converted for centralized patient management, production and purchase of medical protection supplies, and research, development and production of effective drugs and vaccines; CDB must not demand early repayment or cut off or delay delivery of loans for enterprises greatly affected by the epidemic, and should provide favorable loan rates for micro and small-sized enterprises in Hubei Province. Fourthly, while working on epidemic prevention and control, CDB should make coordinated efforts in promoting reform, development and stability, particularly in reducing poverty through finance and providing financial services to ensure “Six Stabilities,” help enterprises resume production, and make every effort to ensure credit support for newly launched and ongoing projects, with a view to leveraging development finance to help achieve the economic and social development goals for 2020. Fifthly, CDB should care for employees in high-risk regions and in quarantine, and mobilize bank-wide resources to support epidemic prevention and control by CDB organs based in Hubei Province. Sixthly, CDB should promote publicity and education and shape public opinion. While publicizing the major decisions and deployments of the CPC Central Committee, CDB should tell its own stories about joint prevention and control and the battle against the epidemic, thus forming a united whole to confront the coronavirus outbreak.
