On January 27, 2020, CDB donated 20 million RMB to the Hubei Charity Federation to help Hubei Province prevent and control pneumonia caused by the novel coronavirus.

On the previous day, at the second meeting of the CDB Epidemic Prevention and Control Leadership Group presided over by Chairman of CDB Zhao Huan, the bank conveyed and studied the spirit of General Secretary Xi Jinping’s important speech at the recent CPC Politburo Standing Committee Conference, put into practice the decisions and deployments of the CPC Central Committee and the State Council on epidemic prevention and control, heard a report on CDB’s efforts to fight against the coronavirus epidemic, and discussed and specified CDB’s future work on epidemic prevention and control. Ouyang Weimin, President of CDB, attended the meeting.

The meeting pointed out that on January 25 or Chinese New Year’s Day, at the CPC Politburo Standing Committee Conference presided over by General Secretary Xi Jinping, a report on China’s prevention and control of pneumonia caused by the novel coronavirus was heard, and future work on epidemic prevention and control, particularly patient treatment, was discussed and specified, showing that the CPC Central Committee with Xi Jinping at its core attached high importance to epidemic prevention and control and maintained a strong sense of responsibility for people’s safety and health. As life is invaluable, epidemic prevention and control is an urgent task that must be successfully accomplished. Party cells at all levels within CDB must further strengthen “Four Consciousnesses,” “Four Confidences” and “Two Upholds,” align its ideas and actions with the decisions and deployments of the CPC Central Committee and the State Council, gain a deep understanding of the importance and urgency of epidemic prevention and control, make unwavering efforts according to the requirements of the CPC Central Committee, the State Council and local governments, and fulfill its responsibilities to help win the battle against the epidemic.

The meeting required that CDB should take solid measures to ensure supply of financial services for epidemic prevention and control, such as setting up green channels and providing emergency financing according to the requirements of local governments. A business continuity plan should be developed to ensure stable and orderly supply of financial services. Epidemic prevention and control at workplace should be continuously strengthened, with a focus on frequent ventilation and regular disinfection. CDB should strengthen its efforts in epidemic prevention and control to ensure timely delivery of funds and materials. In order to ensure the safety and health of employees, as persons directly responsible for epidemic prevention and control, all heads of CDB organs must enhance emergency response, promote smooth exchange of information, expand the scope of patient identification, and ensure early identification, reporting, quarantine and treatment.

CDB has paid great attention and provided immediate responses to the coronavirus epidemic since its outbreak. The CDB Epidemic Prevention and Control Leadership Group was soon established, with Zhao Huan and Ouyang Weimin respectively serving as its director and deputy director. On January 24, CDB granted an emergency loan of 2 billion RMB to Wuhan, which would be used for purposes related to medical treatment and epidemic prevention and control, such as healthcare assistance and purchase of emergence equipment. Meanwhile, all CDB organs have developed their own detailed plans for battling the coronavirus, enhanced epidemic prevention and control at workplace, and required employees to protect themselves and comply with the Law of the People’s Republic of China on the Prevention and Treatment of Infectious Diseases and related rules and regulations enforced by all levels of government.
